Essex County Council has approximately 7000 employees serving more than 1.4 million residents.
In January 2015 Catalyst was selected to work in partnership with Essex CC to support their Transformation work by providing training, coaching, guidance on project selection, tracking and delivery as well as project coaching and certification. The overall aim is to improve services at a reduced cost within the spending constraints set by government; this programme is still ongoing.
This is a transformational initiative for Essex, with Catalyst providing training, coaching, guidance on project selection, tracking and delivery as well as project coaching and certification against the rigorous British Quality Foundation (BQF) standards. Early positive benefits were seen to materialise quickly with the overall aim to improve services at a reduced cost within the spending constraints set by government.
Multiple projects have tackled a wide range of improvement areas in important areas including Public Health, Waste and Environment, the coroner’s office administration, facilities management, transport, roads, bus services, Adult community learning as well as internal process streamlining such as Payroll and invoice payments.
Following clearly visible benefits, this ongoing programme was extended in 2017 across the entire County Council with strong support from both the Leader of the Council and the Chief Executive.
Initiatives are focused on increasing efficiency and productivity, and maintaining or improving quality standards.
A wide collection of individual projects are underway that remain the responsibility of the relevant functional area, but led by a small Organisational Effectiveness team supported by Catalyst experts in Organisational Strategy and Transformation.
This approach takes an adaptive learning approach with subject matter experts in Essex CC including a mix of formal training, coaching and support from the combined OE/ Catalyst team and experience through on the ground project work in order to develop a culture of continuous improvement and support Essex CC in becoming a learning organisation.
